Institutional Bias
Principles of Natural Justice & Equity
Definition
A form of bias where the entire organizational setup, administrative structure, or hierarchical process of an agency creates an inherent inclination to decide matters in favor of the department rather than the citizen.
Example
Where an appellate authority reviewing a municipal property tax increase is the same executive body that prepared and approved the municipal budget calculations, the proceeding is challenged for institutional bias.
