Definition
The mandatory rule that a copy of the inquiry officer’s findings must be furnished to the delinquent employee before the disciplinary authority passes a final order of penalty, enabling the employee to submit a representation.
Example
In Union of India v. Mohd. Ramzan Khan (and affirmed by the Constitution Bench in Managing Director, ECIL v. B. Karunakar), the Supreme Court held that non-furnishing of the inquiry report to the employee before imposing punishment violates natural justice.
