Quorum Non Judice (Coram Non Judice in Public Law)

Constitutional & Public Law Doctrines

Definition

An administrative or constitutional proceeding conducted by a body lacking the legally mandated minimum number of members (quorum) or lacking competent statutory appointment, rendering all outcomes void.

Example

A three-member administrative tribunal holds a disciplinary hearing with only one member present despite the parent statute mandating a minimum quorum of two; the resulting dismissal order is void for being coram non judice.
